Disability is defined as the difficulty or inability to perform a task like a normal human being due to a physical or mental disorder.
Persons with disabilities have to go to offices/institutions etc. to get various government facilities and to inform about their problems. Due to non-availability of PwD-friendly facilities such as transportation, toilets and drinking water etc. in offices or institutions, PwDs face problems, as well as the feeling of being neglected or helpless manifests easily within them. In order to make effective the United Nations Assembly on these overall problems and the rights of persons with disabilities and its related or ancillary subjects, under the able leadership of the Honorable Prime Minister, the Government of India enacted a powerful act called the Rights of Persons with Disabilities Act, 2016. This act is effective from 27.12.2016. Under this act, mainly the inherent dignity of persons with disabilities, personal autonomy, freedom, happiness, full and effective participation in society, respect, equal access to opportunities, equality between men and women, etc. have been included.
In view of the said Divyangjan Rights Act 2016 and the problems of Divyangjan, Honorable Chief Minister has also given instructions to make the buildings related to Home Department Divyangjan friendly. In this work, a disabled-friendly environment is to be prepared on a priority basis by including ramps, disabled-friendly toilets, drinking water facilities, help desks, parking of their tricycles, etc. , So that Divyangjans can be self-sufficient without any help in institutions/offices and feel proud of themselves, they can perform their tasks/problems easily. Levers etc. are used to make it easier for disabled people to enter the toilets made for their use, to make arrangements for their tricycles etc. and to use the toilets. Similarly, railings along with ramps are used for the access of Divyangjan, with the help of which they can easily reach inside the offices. The facilities provided for drinking water should be accessible to them and the needs related to their other problems should be made accessible to the disabled.
By giving proper environment to the persons with disabilities, their abilities and efficiency can be used in the all-round development of the country-state, so that the persons with disabilities can enjoy their right to equality, life with dignity and respect for their integrity like other persons. Feel proud like a normal citizen.
